The Municipality of Austin maintains some 70 km of roads in the road network for which it is responsible. The main roads were built many years ago. The width of the road right-of-way is limited, drainage is often problematic and the infrastructure inadequate in terms of modern construction standards. The principal arteries of the network were transferred from the provincial government to the municipality about fifteen years ago.
Since then, the municipality has undertaken a major overhaul of its roads, rebuilding the foundations and providing appropriate drainage and paving the roads where possible, while following a prudent financial course. The priorities for intervention have been established as a function of the use of the roads. Thus work has been completed on North Road, from chemin du Lac Malaga to Route112, and on Hopps Road. Work on the main part of Millington Road was completed in 2005.
The redevelopment of the southern part of North Road has begun. Major drainage work and construction of the road surface will be undertaken. Because this stretch of road is about 7 km long, the cost will be considerable. The municipal council has therefore decided to seek funding from the Gas Tax Fund for the infrastructure program for the first section of the work . The Municipality has also presented a request for funding to complete the paving of the section in 2010. Should Austin not be eligible, because of provisions set by either the federal or provincial government, it will be necessary to carry out the work required over several years, for reasons of prudent financial management.
Furthermore, at the request of property owners in several associations in the northern sector of the municipality, the Council agreed to the takeover by the municipality of roads in their sector. It is important to understand that a number of these private roads were built before municipal by-laws were adopted to regulate the quality of the service road network. Today, bringing these private roads up to norms represents a considerable investment. The council has agreed to requests by property owners and monies have been set aside to cover the cost of preparatory studies. The expenditures associated with upgrading these roads by the public doman will be covered by those served by this network. The municipal council will act with complete transparency and will consult with all owners concerned in any future process to municipalize the roads, so that no decision that will have an impact on their taxes will be taken without giving them an opportunity to express their views.
The roads in the Domaine Mont-Orford and the main road in the Four Seasons Development are now municipal roads. Other requests are under study.
